The primary goal of this PR is to add better management of both manual + linked "balance anchors", and provide a more intuitive account addition and valuation experience (so accounts have sufficient history when added and don't cause spikes in the graph)

All user balance updates become a proxy for updating the "Valuations" in the event timeline, which are used to derive the balance history.
